BNS ISSA KHAN

1. Name of the Base and Brief History. Before the Liberation War, BNS ISSA KHAN was named as PNS BAKHTIYAR. Bangladesh Navy's journey began in 1971 with only two patrol Craft and a handful of Commandoes. With the passage of time she has come to a sizeable strength with good number of ships ranging from Gun Boats to Missile Frigates. Skilled manpower and logistic support were required for the effective manning of ships and equipments. To meet this challenge BNS ISSA KHAN was commissioned on 10 Dec 1974. Since inception, she has been playing a vital role in the training of BN and has developed as the largest establishment in Bangladesh Navy with 13 schools and about 2000 personnel.

2. Location. BNS ISSA KHAN is situated on the Airport Road, 4kms from the Chittagong Airport and 10 km from Chittagong Railway Station. The closeness of Sea Beach and the river Karnaphuli made this establishment a very attractive place .You may reach the base by any auto transport within 20 to 30 minutes from Airport as well as from the railway station located in the city center.

3. Aim/Purpose of the Base. BNS ISSA KHAN is the largest naval base and the central hub of professional training of Bangladesh Navy. At present Bangladesh Navy possesses sizeable fleet of over 50 ships and craft, ranging from modern Gun Boats to Missile Frigates. All along, BNS ISSA KHAN has played a key role to this growth by providing logistic support as well as training to the officers and men for the fleet.

4. Training Facilities. BNS ISSA KHAN imparts professional training to under trainee' officers and sailors of Executive branch and to some extent to other branches (NBCD and Intelligence). The available programmers /courses are as follows:

 

a.   Specialization Courses (Long-G,Long-TAS,Long-N and Long-C).

b.   Acting  Sub Lieutenant  Technical Course (For Executive branch).
 

  c.   Branch Rank Commission Course (BRCC).

d.   The Gunnery, Navigation, TAS, Communication, Diving, Music, Ordnance, Hydrographic and all other (1st, 2nd and 3rd rate) courses of Seaman branch sailors.
 
5. Courses for Foreign National. Following training courses are available for foreign Naval Officers:
 
 

a.   Ag S/Lt (Tech) Course. This is a one-year basic professional course for Executive branch offices.
b. Specialization Courses. These are six months duration Long course for Gunnery, TAS, Navigation and Communication sub branch.

c.  Diving Course. Twelve weeks ships diving course for officers.

d.  Other Courses. Other than the mentioned courses, a good numbers of courses for sailors are also available. These are Diving Course, Gunnery Instructor’s Course and Physical Training Course.

   

6. Important Features of Training. BNS ISSA KHAN is entrusted to produce efficient officers and men to run the BN Flotilla. As such the training curriculum of officers and sailors consists of various activities beyond regular professional training. A few of such activities are appended below:

 

a. Industrial Visit. During long course and other courses, like Divisional and Leadership Course Officers and sailors visit different renowned industries of Chittagong area as well as throughout the country to gain practical knowledge of human resources management and the managerial aspects of the outside/industrial atmosphere.

b. Mess Night. Occasionally mess nights are arranged for under training officers where local senior officers are also invited. Besides teaching the formal mess etiquettes junior officers get an opportunity to mix-up with the senior officers.

 

7. Details of Training Facilities Available. The base now houses 13 professional schools, which are Gunnery, Torpedo & Anti Submarine (TAS), Signal, Navigation & Direction, Diving, Hydrographic, PT, NBCD, Ordnance, Computer and Music school. These schools conduct various courses for more than 2000 officers and men round the year. A good number of overseas students from friendly countries also participate in these courses regularly. This serves as a symbol of our sincere commitment and dedication towards training.

8. General Facility
 

 

a. Under Trainee Officer Gun Room. Student officers are accommodated at Ward Room within the premises of BNS ISSA KHAN. Dining hall, Billiard Room, TV Room and Ante Room are located around the Ward Room block. Officers are allowed to entertain their private guests at the Ante Room.


b. Library. A library with a collection of more than five thousand books on different subjects, is located within the base. A good number of military and also non-military journals and weeklies are subscribed to the library. Library hour is from 0800 to 2000 hrs every day.

c. Computer Club. A well set up computer club with multimedia and Internet facilities is located in the Training Block.

d. Telephone. Trainees are provided with access to internal PABX telephones that also include city-call facility. National and International calling facility are available on booking. Card phone and other paid services are also available in and around the base.

e. Canteen Facilities. There is a Canteen inside the base. Toiletries and other miscellaneous items can be purchase from there. For bulk quantity of any item or for uncommon items, demand may be placed to the canteen manager 2/3 days in advance.
 

f. Gymnasium and Health Club. Multipurpose gymnasium and health club facilities are available in the base. Interested officer and sailors may avail this facility.

   
g. Games and sports Facilities. BNS ISSA KHAN has a number of grounds for different games and sports like Football, basketball, hockey, handball, volleyball.
   

h. Swimming pool. There is a swimming pool complex located beside the parade ground. You may avail these facilities as per existing rules.

j. Banking Facilities. There are a number of reputed banks (with ATM facility) around the base. Some of the banks are:

2 Arab Bangladesh Bank, EPZ Branch, Chittagong.
 

9.  Details of Training Curriculum for BNS ISSA KHAN. BNS ISSA KHAN Possesses a busy training schedule through out the calendar year. The schools conduct 1st, 2nd and 3rd rate courses for respective branches. In addition Ag sub Lt (Tech) and Specialization Courses are also conducted in Gunnery school, Signal school, TAS school, Navigation & Direction School and Hydrographic school. Beside these BNS ISSA KHAN is also responsible for conducting BRCC course, D&L Q course, ITT Q course, English Language Course for Instructors. As a supplement to other courses NBCD and Computer schools conduct courses as per requirements.

10  Achievement of BNS ISSA KHAN. For her outstanding contribution in naval training, BNS ISSA KHAN was awarded with the National Standard in 1979. BNS ISSA KHAN often takes the task of deployment in coastal water for anti-smuggling and anti piracy operations. At BNS ISSA KHAN has to carryout relief operation also. Last few years BNS ISSA KHAN is regularly contributing in nation building by constructing low cost houses for homeless people.
